Project Summary

Sanitary and Phytosanitary (SPS) measures play a critical role in protecting plant, animal, and human health, while also facilitating safe agricultural trade and strengthening the trust of international partners. It was found that the necessity of improvement of Lao PDR’s SPS framework arises from the gaps between regulations and their actual implementation, as well as the inconsistent application of measures by farmers and government agencies at the national, provincial, and district levels. This situation is further compounded by insufficient awareness among value chain actors, unreliable or incomplete guidance, and limited technical assistance at subnational levels. Moreover, poor harmonization has resulted in a disconnect between national regulations and provincial policies, while the lack of international recognition and trust in Lao SPS certification processes continues to undermine confidence, particularly in trade with key partners such as China.

To address these challenges, the project seeks to strengthen institutional capacity and harmonize SPS measures in line with international standards, thereby facilitating safer and more competitive agricultural trade. As part of the technical assistance to SEARECC Sub-Component 3.1, the project team is committed to contributing to the modernization of Sanitary and Phytosanitary (SPS) management and the promotion of agricultural trade by enhancing the capacity of the Ministry of Agriculture and Forestry (MAF), Provincial and District Agriculture and Forestry Offices (PAFOs & DAFOs), border checkpoints, and the Ministry of Health (MOH) in managing cross-border agricultural and food product trade and SPS management.
The specific objectives include:

  • Improving the enabling environment;
  • Legislative review and improvement;
  • Capacity building;
  • Gender inclusivity.

APAARI’s Role in the Project

APAARI plays a pivotal role in ensuring effective project coordination and implementation., future activities will focus on establishing robust coordination mechanisms with the Ministry of Agriculture and Forestry (MAF), under the leadership of the Key Experts and the management of Ginger Sofreco/APAARI. A key element of APAARI’s contribution will be the use of an implementation matrix that clearly defines agreed timelines, deliverables, milestones, and responsibilities to guide progress and accountability. In parallel, the development of an Exit Strategy will ensure continuous monitoring and timely adjustments throughout project implementation to achieve the expected outcomes. However, a significant challenge remains in maintaining effective coordination among multiple actors — including inter-agency collaboration between the Implementing Agencies (IAs), the Project Management Unit (PMU), and the consultancy firm; alignment across different project components and ministries such as MAF, MPWT, and MOIC; engagement with diverse stakeholders; and fostering cooperation with other countries and international agencies.

Project Activities

Task 0: Inception phase and resources mobilization

Task 1: Review, analyse and develop regulatory framework, guidelines and/or  SOP to comply with international market access and with the SPS requirement of China, Vietnam, Thailand for Plant Health, Animal Health and Food Safety

Task 3: Streamline registration of production areas, farms and critical inputs for the crops and livestock – start of work 6th month

Task 4: Initiate the e-Phyto certification system and develop generic system to link DOA and Northern AgriTech Centre with 5 target provinces and border checkpoints

Task 5: Develop information platform for women empowerment and information access on agricultural trade – from 18 month

Task 6: Manual for the FAMEWs digitised pest database management application and provide training to ATC and 5 PAFOs – from 15 month

Task 7: Develop manual for IPM, PEQ, greenhouse testing protocol and provide training for ATC/PAFOs staffs – start from 15 month

Task 8: Analyse the existing guidelines and legal documents on GHP, GMP, HACCP for food safety, develop SOPs for the application of GHP, GMP, HACCP
