Kampala CAADP Declaration: A New Era for Africa’s Agrifood Systems

The African Union has adopted the Kampala CAADP Declaration on Building Resilient and Sustainable Agrifood Systems, marking a new chapter in Africa’s agricultural transformation. Framed under the CAADP Strategy and Action Plan (2026–2035), this 10-year commitment outlines a continent-wide vision to ensure food and nutrition security, boost investment, and foster inclusivity in agriculture.

What’s at Stake?

With climate shocks, population pressures, and nutritional challenges threatening food systems, Africa’s leaders have responded with a robust, united agenda. The Declaration comprises:

  • 6 strategic commitments
  • 35 intervention areas
  • 22 measurable targets

Key Focus Areas:

  1. Food and Nutrition Security
    Promoting indigenous crops, animal and fish production, tackling malnutrition, and enhancing SPS standards.
  2. Inclusivity and Livelihoods
    Closing gender gaps, empowering youth, and supporting vulnerable communities through infrastructure and job creation.
  3. Investment and Finance
    Mobilizing $100 billion, targeting 10% of public spending for agriculture, and unlocking public-private partnerships.
  4. Resilience Building
    Investing in climate adaptation, innovation, early warning systems, and indigenous knowledge.
  5. Governance and Accountability
    Ensuring evidence-based decision-making, integrated national plans (NASIPs/RASIPs), and biennial reviews.
  6. Sustainable Production and Trade
    Strengthening input systems, value chains, and trade infrastructure to boost agro-industrialization.
